What are electric fields and magnetic fields?

I know that electric fields exist wherever there is a charged particle and that magnetic fields are created whenever there is a flow of charged particles, so does gravity wherever there is a matter. But, Einstein's general relativity theory gives us a clue about the relation between matter and gravity. So, is there any theory that explains the relations between "electric fields x charged particles" and "magnetic fields x flows of charged particles"?
